Britain will leave the European Union on October 31 despite the letter, unsigned by the British prime minister, in which Parliament asks for an extension until January 31 for divorce. Gove wanted to add that the letter was sent because the deputies requested it but Parliament cannot change the prime minister's mind or change government policy.
